According to the decree, the Russian Ministry of Defense began handover of Baikonur facilities to the Russian Space Agency that was tasked with the Federal Space Program.
As consistent with Russian presidential decree 1442 of December 12, 2005, and governmental resolution 823 of December 28, 2005, the Kuznetsov Research Institute of Applied Mechanics was made a constituent organization of TsENKI. The merger initiated modernization of the institute’s testing and production infrastructure, boosting NII PM’s annual output to two dozens of gyro types and strapdown systems for the space industry.
As consistent with Russian presidential decree 1141 of October 12, 2006, and governmental decree 2324-r of December 28, 2005, Roscosmos continued taking over Baikonur facilities from the Ministry of Defense. The Baikonur Cosmodrome was fully reorganized in 2008.
President of Russia Dmitry Medvedev signed a decree December 16, 2008, merging TsENKI with Motor Design Bureau (KB Motor), General Engineering Design Bureau (KBOM), Transport Engineering Design Bureau (KBTM), Transport and Chemical Engineering Design Bureau (KBTKhM), Kosmotrans, Vympel Experimental Design Bureau (OKB Vympel), and Baikonur Federal Space Center.
The restructuring was intended to secure and develop the Russian space industry’s potential, concentrate and efficiently use intellectual, industrial and financial resources to build space- and ground-based systems, enhance quality of launch services and Baikonur facilities operation.
